Woodhatch Place in Reigate beat Esher's civic centre to be East Surrey Council's HQ from April 2027, despite £2.75m running costs, over double Esher's £1.1m.
Woodhatch Place on Cockshot Hill will be East Surrey Council’s main office and civic centre when the new council takes over on 1 April 2027. It was chosen as a short-term base while longer-term property plans are worked out.
The East Surrey Shadow Executive approved the choice at its meeting on Monday 14 September (Surrey LGR Hub). The building is currently Surrey County Council’s headquarters. East Surrey Council will replace the county, Reigate & Banstead and the other district councils in the east of Surrey.
How it won
Five council buildings made the shortlist:
- Woodhatch Place, Reigate
- Reigate Town Hall, Castlefield Road
- Elmbridge Civic Centre, Esher
- Pippbrook, Dorking
- Tandridge District Council’s offices, Oxted
Each was scored against the same tests, including accessibility, transport links, chamber and office space, IT, parking and cost. Woodhatch Place scored 4.75 out of 5. Elmbridge Civic Centre came second on 4.25 (report to the East Surrey Shadow Executive, 14 September 2026).
The report says Woodhatch Place and the Esher civic centre were the only two offices with room for both the headquarters and the civic functions. Renting extra space was ruled out on cost.
The trade-off in the report
Woodhatch Place won on space and readiness. It lost clearly on running costs. The report’s own comparison:

Woodhatch Place’s £2.75m is mainly business rates of about £1m, facilities management of about £1m and £355,000 of utilities. Its big advantage was that it needs no building work or capital spending to be ready for 1 April. Esher’s civic centre has a maintenance backlog, and a planning brief to redevelop that site is due early next year.
The report is candid about the downsides too. Woodhatch Place lacks the easy public transport of a high street site. Its bus stops are at the top and bottom of Cockshot Hill, described as a “10-minute walk/ hilly”. Redhill station is 2 miles away, served by an hourly county shuttle bus.

The report lists one local constraint. The planned Reigate Priory School development would share the site’s access, which “would cause disruption during development”. It adds that Cockshot Hill “is likely to become more congested”.
The next three to five years also bring some bills. The report expects a boiler replacement within five years and three lifts in the main building, at £300,000, within three to five years.
What it means for you
- You will not have to go to Woodhatch Place for help. The report says existing local and customer-facing services carry on from day one, alongside phone and online.
- Meeting venues are not settled. Where and when East Surrey Council’s meetings are held will come in a separate report later in the shadow year.
- Staff are not moving on day one. The report says the decision “does not mean” East Surrey staff relocate to Woodhatch Place on vesting day.
- If you visit by car, the report says there are no parking charges for staff or visitors, with 460 spaces including 24 disabled bays.
