The M23 shuts southbound at Junction 8 nightly this week, Pebble Hill Road in Betchworth closes for five days, and Horley High Street stays shut to 30 October.

The M23 southbound is closed at Junction 8 on four nights running, Monday 28 September to Thursday 1 October, and the M25 clockwise is closed between Junctions 9 and 10 on three of them.

Off the motorway, the closure most Reigate drivers will feel is just outside the borough. Station Road and Pebble Hill Road in Betchworth, about three miles west of Reigate, close for five days from Thursday 1 October. The signed diversion comes over Reigate Hill and through the town centre.

Inside the borough, Waterhouse Lane in Kingswood and Meath Green Lane in Horley were both ordered shut from 28 September, and Horley High Street stays closed until 30 October. One thing has changed that matters: Surrey’s permit list now books the Chipstead Lane gas works for 4 to 26 October, which does not match the order we reported last week.

Below are the confirmed dates for Reigate roadworks, rail works and closures across the borough, from each authority’s own records, then the evergreen facts that carry you between updates.

Closed now

Waterhouse Lane, Kingswood: eastbound closure ordered from 28 September for one month. Surrey County Council made the order on 11 September. It closes the road eastbound between the A217 Brighton Road and Alcocks Lane for SGN gas main replacement. Work runs 8am to 5pm and the closure is expected to be in force 24 hours a day. The diversion is the A217 Brighton Road and the B2032 Bonsor Drive. Access for emergency services, residents, pedestrians, cyclists and equestrians is maintained throughout (Surrey County Council traffic notice of 17 September). One caution: the county’s permit list carried no row for Waterhouse Lane when we read it on 29 September, so we cannot confirm from a second source that the work began on the day.

Meath Green Lane, Horley: closed to about Friday 2 October. The order was made on 16 September and runs for five days from 28 September, 8am to 4.30pm. It covers the stretch between the access to The Cottage and Hoadley Road, for an SES Water mains connection. The diversion runs via Lodge Lane, the A23 Bonehurst Road, the A23 Balcombe Road, the A23 Brighton Road and Horley Row (same notice). The permit list agrees: it books SES Water on Meath Green Lane from 28 September to 2 October (Surrey roadworks register).

Horley High Street is closed between Consort Way East and Yattendon Road until 30 October. That is Phase 10 of the town centre rebuild, and it is the longest closure in the borough. More on it below.

Grovehill Road, Redhill, has overrun. It was ordered shut from 14 September between Ridgeway Road and Garlands Road, for new manhole construction by Cappagh Contractors (Surrey County Council traffic notice of 3 September). The Thames Water permit was booked to end on 25 September when we last checked. The register now gives its end date as today, 29 September. The diversion is Garlands Road, Mill Street, Linkfield Street and Ridgeway Road.

Chipstead Valley Road is still being resurfaced at night. Surrey’s bus page says the road is closed 8pm to 6am from Thursday 24 September for about a week, and the permit runs to 1 October. The 166 bus diverts via Woodcote Grove Road, Smitham Bottom Lane, Little Woodcote Lane and Woodmansterne Lane. The closed stretch is on the Coulsdon side of the borough boundary, but it is the main road out of Chipstead towards Croydon (Surrey temporary bus changes).

Chipstead Lane and Shepherds Hill: the register now disagrees with the orders

Last week we reported two closures as running, on the strength of Surrey’s made orders. The permit list has since moved, and the two sources no longer say the same thing.

An order gives a window in which the closure may operate, and it says the closure applies only when the signs are up. The permit is the booking for the work itself. So the likeliest reading is that both jobs have moved later, but neither Surrey nor SGN has published a statement saying so, and we have not been able to confirm whether either road is open today. Follow the signs on the ground.

If the permit dates hold, Chipstead Lane and Monkswell Lane would be shut from Sunday 4 October, with the diversion the order names: the A217 Brighton Road, Babylon Lane, High Road and White Hill. Residents and the emergency services get access either side of the works, not through them (Surrey County Council traffic notice of 9 September, Surrey roadworks register).

Betchworth: Pebble Hill Road shuts on Thursday, and the diversion runs through Reigate

Station Road and Pebble Hill Road (the B2032), Betchworth, close for five days from Thursday 1 October. Betchworth is in Mole Valley, about three miles west of Reigate. The B2032 is the road from the A25 up towards Walton on the Hill and Kingswood.

  • Where: from the junction of Station Road with the A25 Reigate Road to the access for Dawcombe.
  • Why: signage works and tactile paving, by Surrey County Council.
  • Diversion: the B2032 Dorking Road, the B2090 Mill Road, the A217 Brighton Road, Reigate Hill and London Road, then the A25 through Reigate via West Street and Buckland Road.
  • Access: kept at all times for emergency services, residents, pedestrians, cyclists and equestrians.

The order was made on 18 September. It does not give working hours (Surrey County Council traffic notice of 24 September).

Motorways: four nights on the M23, three on the M25

National Highways’ report for 28 September to 4 October extends both jobs on the borough’s doorstep (National Highways closure report).

The M23 work is gantry repair. The M25 clockwise work is concrete repair under a scheme covering Junction 8 to Junction 10, which is the borough’s own stretch. The anti-clockwise slip closure is listed as urgent carriageway repairs. Pease Pottage is in West Sussex, about six miles south of Horley.

National Highways says plans can change and reissues the list daily, so check it on the day.

Coming in the next fortnight

From the permit list, which gives dates and a category but not the traffic management (Surrey roadworks register):

  • Brighton Road, Earlswood: traffic light refurbishment, Thursday 1 October
  • Reigate Hill: two National Highways permits, 5 to 7 October and 7 to 9 October
  • Arbutus Road, Meadvale: Surrey highways works, 5 to 7 October
  • Crossland Road and Hillfield Road, Redhill: Thames Water, 5 to 9 October
  • Monks Walk, Reigate: UK Power Networks, 5 to 9 October
  • London Road, Reigate: Network Rail railway works, 7 to 8 October
  • Linkfield Street, Redhill: Surrey highways works, 7 to 12 October
  • High Street, Banstead, and Nork Way: minor works, 7 to 9 October

The register does not say whether any of these uses a closure, lights or neither. Reigate Hill and London Road are the two to watch, because both are on the A217.

One short closure is confirmed. Brookfield Drive, Horley, is closed from about 10am to 2pm on Thursday 1 October to repair a faulty rising bollard. The Metrobus 20 diverts via Orchard Drive and misses four stops: Brookfield Drive West, Brookfield Drive Central, Brookfield Drive South and Jubilee Close (Surrey temporary bus changes).

The longer digs, with their booked end dates:

  • Balcombe Road, Horley: highways improvement, to 8 October
  • Buckland Road and Flanchford Road, Reigate: SGN gas works, to 9 October
  • Lackford Road, Chipstead: highways improvement, to 24 October

  • Sandcross Lane, Reigate: two Thames Water permits, both to 2 November
  • Albert Road and High Street, Horley: highways improvement, to 31 December

Trains: late nights are the problem, not the days

  • Monday 5 to Friday 9 October, overnight. From about 23:00 on Monday to Thursday evenings, buses replace trains between Redhill and Reigate. The 22:28 London Victoria to Reigate terminates at Redhill. The 22:58 Redhill to Tonbridge and the 23:36 Tonbridge to Redhill do not run, with buses instead (National Rail).
  • Sunday 11 October, all day. London Victoria to Reigate trains run only between Reigate and Redhill. Change at Redhill for London (National Rail).
  • Monday 12 to Friday 16 October, overnight. Between 23:59 and 05:50, Thameslink trains cannot call at Redhill. Buses run between Purley and Three Bridges via Redhill, Horley and Gatwick Airport (National Rail).
  • Monday 12 to Thursday 15 October, late evening. After about 23:55, buses replace trains between Purley and Tattenham Corner, which covers Chipstead, Kingswood and Tadworth (National Rail).
  • Friday 16 and Saturday 17 October, late evening. Buses replace the last trains between Redhill and Tonbridge (National Rail).
  • Sunday 18 October, all day. No trains call at Earlswood or Salfords. Tickets are accepted on Metrobus services between Redhill and Three Bridges (National Rail).

National Rail lists no planned engineering work for the borough’s stations on the weekend of 3 and 4 October.

Horley town centre: the eight-week High Street closure

The town centre rebuild is the borough’s longest-running disruption. Surrey County Council and Reigate and Banstead Borough Council are repaving and re-landscaping the High Street under the Delivering Change in Horley Town Centre programme, with an overall budget of £3 million across four projects.

Where it stands, from the scheme page, which was last updated on 3 September and had not moved when we read it on 29 September:

  • The High Street is closed between Consort Way East and Yattendon Road. Phase 10 runs from 3 September to 30 October.
  • From late September, the new one-way section of High Street between Lumley Road and Albert Road opens, entering from Albert Road and running eastbound.
  • Planting and street furniture go in during September, which may mean short pavement closures.
  • Access to Central Car Park, Pure Gym and Waitrose is unaffected. No parking is allowed on Albert Road between Consort Way and High Street, or on the High Street, except in marked bays for loading and blue badge holders (Surrey County Council scheme page).

High Street Car Park is still the one thing we cannot confirm. The county’s scheme page said it would be closed from 3 to 19 September, with access returning via Lumley Road and Consort Way East on 20 September, and it has published nothing since. The borough council’s own Horley car parks page is no help either: its works notice still says the car park “will be closed to the public for one week from 9 February 2026”. Check the signs at the entrance before you commit to the approach.

One thing that page does confirm: the free first hour is now live. All three Horley car parks, The High Street, Central and Victoria Road, show “free when displaying a valid ticket from the machine” for up to one hour, with charges starting at two hours. Ordered for October

These are statutory traffic orders, so they reach further ahead than the permit list.

  • Three Arch Road, Redhill, six days from 12 October. Still a proposal. This is the big one: a full closure of the A23 approach to East Surrey Hospital, from the A23 Horley Road to the roundabout with Canada Avenue and Royal Earlswood Park, in force 24 hours a day, with a 13-road signed diversion. Surrey was proposing to make the order in its notice of 17 September. No made order had appeared in the notices published up to 25 September when we checked on 29 September. We set out the diversion road by road in Three Arch Road closure.
  • Station Road, Horley, eight days from 12 October. Also a proposal. The entire length, for a UKPN service connection, 8am to 6pm, with the closure in force 24 hours a day and access for residents and emergency services kept by road plates. The diversion is Station Approach, Victoria Road and Balcombe Road.
  • Hurst Road, Walton on the Hill, one day from 16 October. A proposal. Telecom pole replacement between Twistwood Farm and Edes Stables, 8am to 6pm, with banksmen keeping access to properties.
  • Roundwood Way, Banstead. A proposal with no sign of starting. Five weeks between Nork Way and Partridge Mead for SGN gas main replacement was proposed from 28 September. No made order has been published, and the permit list shows only a UK Power Networks job on the road, ending 30 September, with no gas permit behind it.

Three Arch Road and Station Road are in Surrey County Council’s notice of 17 September, and Hurst Road and Roundwood Way are in the other notice of that date.

The A22 at South Godstone closes at night from 9 October, and its diversion comes through Reigate and Redhill. South Godstone is in Tandridge, about five miles east of Redhill. Surrey made the order on 18 September. It closes the A22 Eastbourne Road between the B2236 and the railway bridge at South Godstone station for 10 days, 8pm to 6am, for major maintenance. The signed diversion is long. It uses the A264, the A23 through Horley, the A217 up Cockshot Hill and Bell Street, and the A25 through Reigate and Redhill town centres (Surrey County Council traffic notice of 24 September).

Just over the border in Tandridge, about five miles east of Redhill, Rook Lane, Chaldon is listed as closed until 30 September. While it is shut the Metrobus 411 between Caterham station and Redhill bus station runs via the A22 and A25 and misses its Caterham, Chaldon and Merstham stops (Surrey temporary bus changes).

Consultations

  • Taynton Drive, Merstham. New School Keep Clear markings, banning stopping 8.15am to 9.15am and 2.45pm to 4.30pm on weekdays, would replace about 74 metres of single yellow line. Objections close 2 October (Surrey County Council notice of 10 September).
  • Banstead and Reigate speed limits. Both consultations have now closed, on 24 and 25 September. Surrey has not yet published a decision. What was proposed is in Banstead and Reigate speed limits.

What it means for you

  • Avoid the M23 southbound at Junction 8 after 10pm until Friday morning. On Monday, Tuesday and Wednesday nights the M25 clockwise is shut between Junctions 9 and 10 at the same time.
  • Expect more traffic on Reigate Hill and through the town from Thursday. The Pebble Hill Road diversion and the motorway diversions both use the A217.
  • Do not assume Chipstead Lane is open or shut. The order and the permit list disagree, so check the signs before you commit to the turn off the A217.
  • If you use East Surrey Hospital, watch Three Arch Road. The closure proposed for 12 October is still not confirmed.
  • Late-evening trains are the weak point. Reigate loses its late trains next week, and Redhill loses its overnight Thameslink calls the week after.

About the county’s permit list

Surrey County Council publishes permitted works for Reigate and Banstead on its roadworks in your area page. When we read it on 29 September the borough table held 67 rows, all with an end date of today or later, and 19 had not yet started. The newest booked start was 9 October, ten days ahead.

Three limits are worth knowing. A row gives a category such as “highways improvement works”, not a description, and never says whether the road is closed. Surrey’s major utility roadworks page lists no scheme for Reigate and Banstead and simply points back to the permit list. And utility companies can start emergency work before they notify the county, so an empty forward list is not an empty fortnight. To report a pothole, a broken sign or a drainage problem, use the county’s Tell Us reporting service.

The key routes, and why closures bite here

The borough’s traffic runs on a simple skeleton. The M25 crosses the top, with Junction 8 at the foot of Reigate Hill its only direct borough junction. The M23 peels off at Junction 7 above Merstham and runs down the eastern edge to Gatwick. The A217 drops south from the M25 through Banstead and down Reigate Hill into the town. The A23 threads Merstham, Redhill and Horley on its way to the airport. The A25 runs east to west through Reigate town centre and on to Redhill.

When the M25 or M23 closes overnight, the signed diversions use exactly these A roads. That is why a motorway closure you never drive past can still mean a queue outside your window at midnight. Reigate town centre’s own pinch point is the A217 and A25 crossroads by the old town hall, where the one-way working around Bell Street and London Road concentrates everything.

Station parking: the commuter’s variable

If the roads are bad, the trains are the escape. Both main station car parks are operated by APCOA for the railway:

  • Reigate station (Station Approach, RH2 0BD): a small car park of 56 spaces, four of them for disabled users. £6.90 for a weekday, £3.60 after 5pm, £6.60 at weekends, £26.60 for a week (APCOA Reigate). With so few spaces it fills early on weekday mornings. The station has no lifts, so check access if you need step-free travel (National Rail).
  • Redhill station (Redstone Hill, RH1 1RB): the serious commuter car park, 350 spaces with 6 EV chargers at 65p per kWh. £10.90 for a weekday, £5.60 after 5pm, £9.90 at weekends, £39.20 for a week, open around the clock (APCOA Redhill). Redhill station is fully step-free with lifts (National Rail).

Daily rates at both expire at 4am and a 15p convenience fee is added to every tariff. These rates were last checked on 5 September 2026. One more evergreen fact: Horley sits immediately north of Gatwick Airport, so airport traffic on the A23 is part of the town’s daily weather. When the M23 or its link roads are shut overnight, allow extra time for any early flight.

Is the M23 closed at Junction 8 this week?

Is the M25 closed near Reigate this week?

Is Shepherds Hill in Merstham closed?

The order allowed night closures, 9pm to 6am, for two weeks from 22 September, for a National Highways bridge inspection. The permit list now books that work for 5 to 6 October only (Surrey County Council, Surrey roadworks register).

Is Waterhouse Lane in Kingswood closed?

The order closes it eastbound between the A217 Brighton Road and Alcocks Lane for one month from 28 September, for SGN gas main replacement. The diversion is the A217 and the B2032 Bonsor Drive (Surrey County Council).

Is Horley High Street open?

Not between Consort Way East and Yattendon Road. That section is closed for repaving until 30 October. High Street Car Park was due to reopen on 20 September, but neither the county nor the borough council has published anything to confirm it, so check the signs (Surrey County Council).

Are there rail replacement buses at Redhill or Reigate?

From 5 to 9 October, buses replace trains between Redhill and Reigate from about 23:00 on Monday to Thursday evenings. From 12 to 16 October, Thameslink trains do not call at Redhill between 23:59 and 05:50 (National Rail).

When is Three Arch Road in Redhill closing?

Surrey proposes to close it for six days from 12 October, between the A23 Horley Road and the Canada Avenue roundabout, which is the A23 approach to East Surrey Hospital. It was still a proposal, not a made order, in the latest notice we could find (Surrey County Council).

Where do I report a pothole in Reigate and Banstead?

Roads are the county’s job, not the borough’s: report potholes, pavements, signs and drainage at tellus.surreycc.gov.uk.

Is there parking at Reigate station?

Yes, but only 56 spaces, at £6.90 for a weekday (APCOA). Redhill station’s 350-space car park is the reliable option at £10.90 a day, and the town’s council car parks undercut both.
