A coach park and workshop will replace the buildings at Horley Place on Bonehurst Road. The parish council objected over A23 traffic. Checked 5 November 2026.

A coach park has been approved on the A23 between Horley and Salfords, almost a year after the plans went in. Reigate and Banstead Borough Council approved application 25/01775/F with conditions on Tuesday 3 November.

The site is Horley Place, 17 Bonehurst Road. The approval covers:

  • demolition of all the existing buildings, Horley Place, 17a and 17b
  • use of the land as a coach park
  • a workshop and office to serve it
  • permeable hardstanding and landscaping
  • EV charging points
  • moving the front boundary fence behind new planting

Council officers took the decision rather than the Planning Committee, the register shows. It was issued on the deadline set for it, and the plans were amended four times along the way.

What the objectors said

Three neighbours were consulted. Two objections were published, and nobody wrote in support.

Salfords and Sidlow Parish Council agreed to object at its meeting on 8 December 2025. Its points were:

  • Traffic: “a significant increase in large vehicles and cars” on “the very busy A23”, where queues build at rush hour between Horley and Redhill
  • Hours: the applicant proposed 6am to 10pm, seven days a week, which the parish called “excessive”
  • School runs: the parish thought many coaches would be used for them, at the busiest times of day
  • Green Belt: it said more hardstanding would be “inappropriate development”
  • Trees: it said removing several would make the site “less rural”
  • Housing: “There is a need for residential property not less.” It said permission for flats had already been granted on the site, an option that would now be lost

It asked that any approval protect the trees and limit vehicle movements. The site has trees under Tree Preservation Order RE41, according to the register.

The second objection raised wildlife. It put the site’s biodiversity loss at 74%, against the 10% gain normally required. It also asked the council to prevent oil and chemicals running off the workshop area, and to ban night-time lighting.

What we could not find out

The conditions matter most here. They could limit the hours, the number of coach movements and the lighting, which is what the objectors asked for.

We could not read them. The decision notice and the officer’s report sit in a document portal that we could not open on 5 November. So we do not know:

  • which hours were allowed
  • how many coaches can use the site
  • who will operate it
  • how officers answered the Green Belt and biodiversity points

We will add them if we can reach the documents.

What it means for you

If you use the A23 at Bonehurst Road, this means coaches turning in and out of a new site once it opens. No opening date is on the register.

The application can be read on the council’s register under 25/01775/F. Here is how to search and view plans on it. The A23 has other works on it this month, further north at Earlswood.
